Similar to me, but I removed my own version before requesting a CMS-task.
No app_config.xml was downloaded.

I sacrificed another couple of tasks on another host and "hid" my own app_config.
2 Theorys and a CMS downloaded AND the default app_config. It would, perhaps have been better to allow only CMS to download for proper testing of this as the app_config may have been only associated with Theory, with CP not getting one with his CMS download.
I quickly replaced my own and have returned to normal operation.

Recap;
-Existing app_config didn't block download of CMS with addition.
-Default app_config downloads with Theory if none already present (however, it might not take effect until Host or Boinc are restarted, or manual "Read config files"?)
-Theory 0.04 and CMS47.02 both happily processing events.

Yes, I restarted BOINC, and then received this notification from BOINC Manager:

You can safely ignore that message for now. The ALICE app has been included in the app_config, even though it's not available yet, so that when it does get released, there doesn't need to be another edit.

So this approach seems like it might be a solution. How many tasks do people have queued? Although this approach may only run one task, many could be downloaded.

How many tasks do people have queued? Although this approach may only run one task, many could be downloaded.

You've set the maximum to 5 tasks per host together whatever application.

vLHC 32-bit is running in OpenSuse(x64) 13.2 and 42.1 Guest's under Windows.

They use Boinc 7.2.42 and running with ONE CPU.

Boinc get the message (Info):

This Computer has reached a limit on tasks in progress.

The next task is only sending from the Server in the last two hours,
when the active task will be finished.

This run without app_config.xml.

Maybe this will help as a info.

As per my reply to a similar question last night:
You can safely ignore that message for now. It just means your host hasn't got that, or those, apps yet. When it does, the relevant message will go away.

If the task Flops estimate (therefore run-time estimate based on host benchmarks) is anywhere near accurate, Boinc should take care of how much work is downloaded depending on user preferences, up to any max set by the project.
Tasks known to have an 18hr runtime but estimates of 12mins, or in some cases 4days, can confuse that calculation resulting in too much work or not enough.
eg. My 2core host gets the same number of tasks as the 4thread one.

Limits set by an app_config are NOT taken into that equation.

A restart of Boinc to "gracefully" end a couple of tasks triggered the replacement of my app_config with the default one, again.

29/04/2016 17:29:19 | vLHCathome-dev | File projects/lhcathomedev.cern.ch_vLHCathome-dev/app_config.xml has wrong size: expected 411, got 685

I'll be setting CP's don't_check_file_size line below in my cc_config
