the Server Status says: Theory Simulation 362 40 0.95 (0.01 - 21.51)

yet when I ask for tasks I get this: 8/22/2021 6:50:01 PM | lhcathome-dev | No tasks are available for Theory Simulation

My preferences are:
Resource share 25
Use CPU
Use AMD GPU
Run only the selected applications CMS Simulation: no
Theory Simulation: yes
ATLAS Simulation: yes
Sixtrack Simulation: no
BOINC VM APP: yes
ATLAS very long simulation: yes
If no work for selected applications is available, accept work from other applications?
Run native if available?
Max # jobs No limit
Max # CPUs 4

Is there a disconnect between the Server Status page and what's actually available beyond the standard
60 minute cache setting?

Since your machine has Windows OS, you can't run native tasks.
Try with native tasks not ticked.
Deselect also ATLAS long (only native) and BOINC VM (is not used) -> This is a LHC Test environment.
