Every time i download some wus, i re-download the "docker_wrapper" file.
Is it normal?

This is not normal BOINC behaviour. Maybe Laurence has a purpose to do this?
Not only the wrapper.exe is downloaded every time you got an empty Theory queue, but also the files (for Win):
